It seems that the latest video driver from Nvidia version 522.25, just released with support for the new Nvidia RTX 4090 GPUs, also comes with the LHR removed, so there is no longer a need to use a miner that unlocks the full performance of the GPU for mining (if you have an LHR video card that is). One could argue that after Ethereum moved to PoS and can no longer mine, this is reason enough for this move from Nvidia to remove the hash rate limiter on their RTX 30xx series GPUs. We tested the latest video drivers on RTX 3070 Ti GPUs with LHR locking using PhoenixMiner 5.9, which does not yet support any LHR unlocking, and they are mining at 80 MH/s. Other LHR-locked GPUs should also have full speeds without the need for a dedicated unlocking miner, although we have not been able to test and confirm other GPUs at this time.
Barring Nvidia’s restrictions on cryptocurrency mining, the Nvidia GeForce RTX 3080 Ti and RTX 3090 graphics cards are the market leaders in terms of performance. However, given the price difference and virtually the same power, the 3080 Ti is more attractive than the 3090. To understand the difference between models with and without the prefix Ti, it is best to compare their capabilities in basic parameters.

Like the recently released Nvidia GeForce RTX 3060, which came with a mining hashrate limit imposed by Nvidia, the new GeForce RTX 3080 Ti also came “with a reduced Ethereum hashrate,” making it less attractive to miners. The just-released Nvidia GeForce RTX 3080 Ti is nearly equivalent in specifications to the RTX 3090 GPU, but has half as much video memory, meaning only 12GB of GDDR6X instead of the full 24GB. For the new RTX 3080 Ti there is a very slight decrease in terms of CUDA cores as well as memory clock speeds, but the memory bus remains 384-bit, so in theory it should be very similar in performance to the RTX 3090, and this applies not only to mining, but also to gaming. However, there is an Ethereum hash rate limiter that messes things up a bit for miners, but not for gamers, and the halved video memory should make it more affordable for gamers compared to the RTX 3080… in theory.
